All three are common here and none of them is the claim.

What do the other sentences actually say?

Three sentences do most of the work on the sites that do not make the claim, and each one is true while answering a different question.

“Available in all 50 states”A statement about shipping and coverage. It is the most common thing a reader mistakes for a licensure claim, and it appears near the top of a great many of these pages.
“We work with licensed providers”A statement that the clinicians hold licenses. It does not say where, and in a national market where is the entire question.
A named clinical networkSeveral companies here route prescribing through a third-party professional group and name it. That is a real disclosure, and a better one than most. But naming who employs the clinician is still not saying which state licenses them.

Why does the wording matter?

Because a telehealth prescription is written under the rules of the state you are sitting in, and the company knows which state that is, because it asks. Several of these intakes open with the question and explain it in the same breath. One of them puts it plainly: We need to follow different rules when issuing a prescription based on where you live. A company that asks the question up front and never publishes the answer has told you the answer matters.

What does a blank mean, and what does it not?

It means the sentence wasn't on the company's own pages as of the date on its review.
